The Challenge
To deliver a learning management system for the Australian Defence Organisation (ADO). The implementation is one of Australia's largest e-learning projects and will service over 91,000 users. The system will be used by all defence personnel including the Navy, Army and Air Force. The integrated Defence Learning Management and Learning Content Management systems are aimed at consolidating the Defence Department's education processes. The systems will integrate with the ADO's personnel management information systems as well as its knowledge management and job performance support systems.
The Solution
The ADO selected Deloitte Consulting to act in the role of Prime Integrator of a consortium constituting OutStart, THINQ Learning Solutions, Inc. and NETg. OutStart Evolution LCMS™ will provide the content-centric learning platform to develop, manage, store and assemble personalised learning content.
Results
Defence Online Management and Instructional Network (DOMAIN) will provide the ADO with an integrated Learning Management System (LMS) and Learning Content Management System (LCMS) for technology supported training and educational opportunities. The first phase went live at the beginning of November 2003 to approximately 9,000 civilian and military members across Defence Materiel Organisation (DMO) and the Army.
The ADO’s e-learning system is one of the largest corporate implementations of its kind in Australia and when completed will service over 200 content developers and 91,000 users. The remaining roll-out phases for Navy, Army, Air Force and 11 Defence Groups are scheduled for completion by December 2004.
Craig Coster of Deloitte said, “The ADO is committed to providing all Defence personnel with greater and more flexible access to training and development materials. The system we have implemented allows ADO personnel to access training materials and customised learning content as required. Defence personnel will now be in a better position to enhance their overall knowledge as well as their individual skill sets.”
